Session 13: Assessment of Attitudes and Practice of Land and Water Integration

This session will explore a series of surveys and interviews conducted over the last three years that attempted to assess the current level of attitudes and activities among planning and water professionals related to the integration of water and land management and planning. Short presentations will be made on the results of (Six)(Four) such efforts and a panel will discuss similar and contrasting results from these efforts as well as what the results mean for the water and planning practice.

Session 14: Data Dictates Decisions: Approaches for Evaluating Water Conservation Through Land Use Planning

Due to climate change and population growth, many communities across the West are forecasting growing gaps between municipal water supply and demand. To address this challenge, water resource managers and land use planners have begun to collaborate to bring water and land use data together to evaluate trends and make policy decisions to strengthen water conservation and efficiency in new development. This session will present recent guidance on establishing a set of metrics to track the progress toward and impact of water and land use integration. Speakers will describe research and new models for merging data around land use types and water consumption and how these approaches can support collaborative efforts among water utilities and local government planning departments to ensure future development is adequately evaluating and minimizing future water demand.

Session 15: A Public Stakeholder Approach for Formation of a Storm Water Utility

There are currently more than 2,000 storm water utilities across 39 U.S. states. They play an important role in the communities they serve, focusing on managing impacts of storm water runoff on the community and the environment. In 2019, the City and County of Honolulu (City) began engaging the community and collecting input in studying options for a future Storm Water Utility for the island of Oahu. The City convened a public Stakeholder Advisory Group (SAG) to provide input on issues and priorities, such as a proposed fee structure, credits, and program priorities for a new storm water utility. This conference session would detail the SAG composition that reflects a cross section of communities, interests, and perspectives, with members across residential neighborhoods, local organizations, and interest groups. We will describe the public communication process and provide insight from both the City representative and the public stakeholder perspectives.
