WHEREAS, the Commission has authorized the declaration of a state of water supply emergency by its Emergency Resolution No. 99-1; and WHEREAS, temporary modification of the operating schedules of existing hydroelectric facilities in the upper Delaware Basin can augment river flows and conserve reservoir storage, thus helping to relieve the water supply emergency; now therefore BE IT RESOLVED by the Delaware River Basin Commission: 1. Continuation of Existing Water Uses. Until other general or special regulation or order of the Commission, except as provided by Section 2 of this resolution, any person, firm, corporation, public or private entity heretofore entitled by the Commission to divert or withdraw water may continue to divert or withdraw water within such limits as are otherwise now imposed by law. 2. Release Order - Wallenpaupack and Mongaup Systems. Waters of the Basin presently impounded by the Wallenpaupack dam of the Pennsylvania Power and Light Company and by the Mongaup reservoir system of the former Orange and Rockland Utilities Company in New York will be called upon to provide releases from storage as provided in Section 2.5.5 of the Commission's Water Code and in accordance with Commission direction. The operation of these reservoirs shall be coordinated with the Delaware River Master to schedule releases to assist in meeting the flow objectives at Montague. (a) The Executive Director shall establish administrative arrangements with the Pennsylvania Department of Environmental Protection, the New York Department of Environmental Conservation, and with the respective utility companies, for the administration and monitoring of each operating schedule. 3.
